Personality:
Self-described Badass Freakin' Overlord Zetta is blustering, brash, bold, and blunt. Evil is in his job description (even if he doesn't really do too much of it). He's powerful and capable and he knows it. At his worst he's a tyrant, commanding his grovelling subjects according to his every whim, doing as he pleases, and generally being the most important thing in the multiverse. He lists humiliating heroes and destroying planets as requirements of his position. In short, he goes out of his way to be the best damn demon he can.
Often unrecognized in the Disgaea cosmology, though, is the fact that demon PR just doesn't mesh with their actual behavior. Demons aren't too bad, and though he'd never admit it to himself, Zetta's not a terrible guy deep down inside. He doesn't do introspection or navel-gazing (he's not much for touchy-feely crap in general, though he's a master of the externalized inner monologue). If something causes him to reconsider his choices or actions, he embraces his new course as if the old one had never existed. Whatever he does, he does whole-heartedly -- unless it's only worth a half-assed effort, of course.
Like many demons, despite his overt embrace of evil, Zetta isn't really evil evil. Selfish, self-centered, and completely self-oblivious, certainly. But he gets along surprisingly well with his peers, beneath the casual insults and posturing that define life at the top of the power hierarchy, and in the face of true evil, such as a colleague actually having attempted to force himself on a woman, responds with instant disgust and reprisals. He talks a big game, and will even follow through on occasion, but the appearance of being evil is ultimately more important that the actuality. Appearances are everything, since his personality is so focused on being the strongest and best in every way.
He possesses a surprisingly resilience in the face of adversity; when his Netherworld is destroyed and he's transformed into a book he takes all of two minutes to mope about losing everything he has, then immediately asks Pram how he can bounce back from this. When given an answer, he commits to it without hesitation, and never backs down even in the face of a potentially lethal curse (that never actually existed). Despite or perhaps because of his immense ego, he also almost immediately gets over the book jokes.
On the plus side, Zetta is literally the strongest being in existence. On the minus side, Zetta is an idiot. He's easy to manipulate, trick, or confuse. He has poor temper control. He's not intellectually stupid; he's capable of tactical thinking and doesn't really suffer comprehension problems. It's a Wisdom deficit. He's completely out of touch with himself, denies his true feelings and puts up a furious show of pretense to make sure he comes off the way he wants to come off, instead of as who he actually is. Zetta is also subject to comic relief, which is a greater power in the Disgaea universe than any defense or statistic.
Abilities:
Demon Strength: By virtue of their mana power and basic physiology, demons are remarkably strong, resilient, and difficult to kill.
Book Hovering: As a book, Zetta can hover under his own power.
Create Minions: Zetta can confine wandering souls to mundane items, thereby creating demonic minions. These minions are only sort-of sentient (along the lines of soulless shinki), and can be controlled by his mental will. They start weak but can gain levels!
Invite: Zetta can summon a limited number of minions, vehicles, or buildings he owns to his position, almost as if he were deploying resources in a tactical RPG.
Zetta Beam: Zetta fires eyebeams! Their power varies from "a hard punch" to "casually destroys the moon in passing" depending on what's funniest at the time.
Cinematic Damage: Speaking of casually destroying the moon, nothing Zetta or his minions do in battle actually has any long-term effect once the battle animation ends, no matter how ridiculously over-the-top it gets.
Grant Wishes: Wishes written in the Sacred Tome come true, if Zetta permits them, at the cost of the wisher's mana power. Practically speaking, only beings with immensely strong mana power can survive writing a wish in the tome; otherwise, the sudden drain of all their mana power kills the writer in the process of granting the wish.

Why?: The absolute best thing I can think of to happen to Zetta is getting a shinki who will completely derail his ego and ambitions at a time when he's least able to accomplish any of his goals.
Top 3 Choices: Angra Mainyu, Whiro, Mara
God Type: Zetta will want to be a tyrant god who conquers the Far Shore and transforms it into a Netherworld for his own use. In practice he'll end up stuck fighting ayakashi and answering prayers that ravage his dignity and pride as he works to get his body back.
Power: Telepathy.

Though a massive hovering book was an uncommon sight in the Near Shore, today it simply wasn't a sight for anyone who dwelt there; tucked in an alley, even the Sacred Tome didn't stand out thanks to the veil of otherworldliness that hid the denizens of the Far Shore from the Near.
"Hyaaaha ha ha ha! Look at these humans -- ripe to be exploited for my own gain! Little do they know their prayers will fuel my rise to ascension over them. With the power they give me, I'll pave over this entire world with my mana, transform it into a Netherworld, and ascend to my rightful title once more!"
The two minions who flanked the book exchanged a look over the tome's top, one that plainly said, he's monologuing to no one again. Heedless of this exchange, Zetta smirked at his brilliant plan. "And all I have to do is... is... Wait, what prayer exactly am I answering, anyway?"
In response, one of the minions unfolded a piece of paper and stuck it in front of the tome. Zetta quickly scanned it with his blank white eyes. "My cat Socks is stuck in a tree, I can't get him down and I'm so sad, won't someone please -- what the hell is this crap?!" Despite floating, the book nonetheless somehow managed to bounce up and down in its anger. "That's a crappy prayer! Where's a prayer for revenge? 'Gruesome death on those who have wronged me,' you know! I'm a freaking Overlord, not some angel from Celestia!"
The minion stuck another piece of paper in front of Zetta.
"P.S. Socks is the cat I got from my gramma just before she died and she means so much to me that I just wanna cry and I will be so so grateful to anyone who rescues her--" The piece of paper burst into flames in the minion's hand, mirroring the similar blaze in the Overlord's eyes.
The minion stuck a third piece of paper in front of Zetta.
"P.P.S. I drewed a picture of the hero I hope will save Socks-- Huh. ....Huh."
A long pause fell over the alley.
"Look, I'm not in favor of helping cats in trees and little girls, but that is actually a pretty badass drawing of how I'd look saving them."
Another pause.
"...Okay. Let's get moving. --But we're kicking a puppy on the way there, damn it!"

Anything Else?: If possible I absolutely want a shinki who will be a moral foil to Zetta and put him through hell for his attempts to be fiendish. :)
